HP RC1-0198 Tension Spring.
The RC1-0198 is a small helical spring designed to provide tension to bring the paper lifter up against it's matching cog.
As you might expect the spring has been used in a range of printers including the Laserjet 4200, 4240, 4250, 4300, 4350, and apparently the 5200, CLJ 4730, CM4730. (According to HP Partsurfer).

The RC1-0198 may also be known as Canon RC1-0198-000 or by HP as the full code RC1-0198-000CN.
Google search suggests a lot of people offering this part for sale (729,000 results) but no mention of a fault it cures. Two UK distributors list the part but don't have stock in July 2013. Several suppliers are offering the part "refurbished" - ie pulls from decomissioned machines. It seems to be one of those parts HP has decided to list in case people need them - perhaps because they can spring off and get lost.
The part has an EAN/UPC code of 5704327396376 according to Icecat.
In the diagram the spring is shown in blue and the lifter in grey - obviously the part supplied using this code is the spring - not the entire lifter assembly.
