Largely self explanatory, the printer believes that a previously used printer cartridge is in use and that it has reached end of life. HP don't provide further information directly but there are two mechanisms that might be used.

What HP Say (M601 User Guide)

The HP print cartridges used with this product contain a memory chip that assists in the operation of the product. In addition, this memory chip collects a limited set of information about the usage of the product, which might include the following: the date when the print cartridge was first installed, the date when the print cartridge was last used, the number of pages printed using the print cartridge, the page coverage, the printing modes used, any printing errors that might have occurred, and the product model. This information helps HP design future products to meet our customers' printing needs.

The printer knows when a supply has been used through reading the supply chip or "print cartridge memory tag". The chip spots out of date and counterfeit cartridges if they are not well engineered, and it stores a count that helps detect the end of a cartridge life. In it's supposed role as a toner level indicator the memories are not thought to be very accurate. Updated on the basis of a page-count they would give nothing better than a guess- if the users pages do indeed correspond to something like the ISO/IEC 19752 5% cover then it might be nearly right. A pixel count might be better. Neither method is not thought to be very accurate as how much toner transfers varies with time.

Some printers also have an "antenna" protruding into the toner hopper. This detects the AC bias applied to the developer, which diminishes as toner runs out. Canon and HP both sometimes supplement cartridge chips with this. For instance the Canon NP6512 copier from 1999 uses the idea (and the manual has a page of explanation on page 120). HP have patent US 20020191207 (Owen and Wells). Individual measurements vary as the stirring mechanism operates but this method can be made fairly accurate by statistical averaging.

Detection for the antenna is done on the power supply board.

If the error occurs and the cartridge does not seem to be empty then try cleaning the contact. The antenna is believed to be the stud show at the right in the picture above, just under the screw hole. Diagrams sometimes suggest two antennae but we don't currently know.

A bit of Google research in July 2015 suggested this error is rare. In fact the only traces to be seen were people copying excerpts from the service manual.
