Recommended action

Replace the print cartridge.

Cartridges impose quite a hefty load on the drive motor. Most of this is the polyurethane wiper blade which removes waste toner from the photoconductive drum.   Almost all xerographic processes make some waste. Toner that transfers from the developer to the drum doesn't all transfer from the drum to the page (transfer is a stochastic process).   A few percent of residue has to be removed or there will be ghosting on the printed page (which can be confusing as the fuser can also cause ghosting).

The wiper blade is a curious device, a thick wedge of polyester which drags on the drum. It imposes a considerable mechanical load that works by "stick and slip"

Wiper blade operation is strange. A wiper blade's working surface and the drum it works on is usually given a coating of lubricant when a cartridge is assembled: zinc stearate, Kynar or sometimes yellow toner.

Stirring the toner also imposes something of a load. Overfilling P4014 cartridge are reported to have snapped the motor drive shaft. This has happened in sufficient quantity to allow compatible manufacturers to make them; which implies contract maintenance has seen large numbers.

Detecting cartridge motor stall is therefore important.

If a wiper blade has adhered overmuch to a drum then rotating the drum fractionally in the direction of page-travel may free it up.   Obviously if you just bought a brand-new HP cartridge you should not have to do this. On the other hand if you take a three year old refurb off the shelf and it doesn't work first time then it might be worth trying.
