The cartridge release arm links the cartridge door on top of the printer to the gear-chain driving the drum. When the cartridge door is lifted the levers pull upwards, withdrawing the drive shaft from the print cartridge so that the cartridge can be lifted out easily. A similar mechanism is ued on most laser-printers.

Breaking parts of the release are is not unknown. The release arm isn't particularly fragile plastic but people printing are often at the end of a prolonged period of intense work and hoping to move on to stage where that gets admiration.   Instead the #*@£ printer jams; they fly into a temper and slam the lid.   Bad call, break the release arm and now you can't get the cartridge out - so a paper jam is now a permanent feature. Repairing the release arm isn't terribly difficult but it doesn mean taking the sides off the machine - so its a technician job.

The release arm spares for the P4014 etc are supplied as two parts - presumably HP found people broke one or other.

In July 2013 HP Partsurfer only lists these as being for the LaserJet enterprise 600 M601, M602 and M603 printers - however the P4010 series service manual definitely lists them for that series of machines.
